Development of PECOSOL-CONSUACCIÓN Platform for Food and Nutrition Security in Central America

Oikos, together with five different organizations from five Central American countries, is working on a development project on and nutrition security in the region. Lasting four years (until 2017), it seeks to influence public policy for the benefit of the region's population.


This project aims to strengthen the capacity of civil society to promote, along with policy makers and international organizations, policies and strategies to protect the right to food and reduce food vulnerability.


In recent years, food safety has become a priority on the political agenda, both globally and in Latin America and the Caribbean. The international crisis has highlighted the absence of mechanisms for global governance in the global food system. 

We are facing unprecedented challenges; the global food system is being led to the collapse, without the political will to solve the global problem.


The World Food Programme made projections about the reduction in demand for food in different countries of the region: 26% in Nicaragua, 13% in El Salvador, Honduras 8% and 6% in Guatemala. The reduction in the nutritional quality of foods is caused by the rationalization, particularly affecting children under five years, pregnant women and breast-feeding women. In 2005 the number of poor in the region rose 10.5% as a result of the rising cost of basic food. A further increase of 4.2% in 2007 was due to the same reason (World Bank 2010).


Following the progressive reduction of access to land by diversifying employment activities for agricultural sectors, climate change and extreme poverty. According to WFP Hunger Map 2011, Guatemala is the country with the "worst rates of malnutrition" in the region 49% of children suffer from malnutrition, 21% in Nicaragua, 29% in Honduras and El Salvador 19.2%. The existence of malnutrition in children, is an indicator of hunger in families, 25% of the rural population is in a state of food insecurity. According to this map it appears that Latin America and the Caribbean have the capacity to feed three times its population, however there are over 52 million people without access to enough food to lead an active and healthy life.


Thus, this project aims that organized civil society, including through the existing networks PECOSOL and CONSUACCION, can participate in national and regional policies in Central America under democratic governance and food security. Strengthening the capacity of action of these networks, they will be able to promote policies and strategies that protect the right to food and reduce food vulnerability of populations.


The project will operate in the region of Central America - El Salvador, Guatemala, Honduras, Nicaragua and Costa Rica - 2017 with approximately 1,143,312 beneficiaries.


Expected results at the end of the project are:

»Strengthening the capacity for organization and coordination of the PECOSOL and CONSUACCION networks with policy makers and other relevant actors at national, regional and international levels;

»Develop processes of analysis, proposal, information and awareness about the effects of food insecurity and food access.

»Promote a political debate, constructive and purposeful, focusing on improving food security and right to food in Central America.
